Coronavirus Updates
Columbia County has been approved and remains in Phase 2 of the Governor’s re-opening phasing. While we have moved closer to a full re-opening there are still many restrictions and requirements the City of Scappoose must comply with before we can open our doors to the public. In addition, we must continue to comply with physical distancing and masking requirements, and other mitigation requirements for the duration of the Covid-19 pandemic.
Your health and safety, and the health and safety of our employees matters. Please be patient as we develop and implement re-opening plans ensuring that all restrictions and requirements are met so that everyone can remain safe and healthy. We will re-open once we are sure we can meet all restrictions and protect both city staff and the public we serve.
We continue to be available by phone (503) 543-7146 and email, and are working to increase alternative communication methods to provide the best public service possible during this challenging time.
Based on current Covid-19 trends, the Oregon Health Authority will be lowering Columbia County's Risk Status from Extreme Risk to High Risk, effective on February 12th, 2021.

Oregon Health Authority has launched a website for all information related to the Covid-19 vaccine in Oregon:

Additionally, they have created a tool to help you determine your eligibility for a vaccine. This tool is available on the Oregon Covid-19 vaccine page under "Vaccine Eligibility & FAQ Tool", and will be fully functional by next week.
January 15th, 2021, at 2 p.m., Governor Brown will have a press conference discussing Oregon's response to Covid-19 with representatives from the Oregon Health Authority and the Oregon Military Department. A livestream will be available here.
Columbia County remains in the Extreme Risk category for Covid-19 spread. Cases are projected to continue to rise.
With the federal government projected to release most of its stockpiled vaccine, Oregon has added new groups to the 1a vaccine group (the first group in Oregon to receive the vaccine). Additions include anyone 65 and older, early learning and K-12 educators and staff, and child care providers. The change will take effect around January 23rd.

The DMV has implemented a temporary grace period of three (3) months to renew a license or vehicle tag after its expiration date. The DMV is currently open by appointment.
The Oregon Health Authority has released more information about how it plans to distribute Covid-19 vaccines as they become available.
We are currently in "phase 1a" distribution, which includes four sequential groups:
The first Corona Virus Vaccines, from Pfizer BioNTech, have arrived in Oregon! While this development certainly marks the light at the end of the tunnel, it is important to remember that this is only the beginning of the end of this challenging time.
A new round of emergency small business grants is now available through Columbia County. These grants are available for both small businesses and 501(c)3 organizations.

The State of Oregon has rolled out a new Covid-19 website, complete with new County-status information based on the new State-wide framework. The new website makes it easy to find information about risk levels and restrictions on a County-basis.

The Oregon Covid-19 "Freeze" has ended, and in its stead, the Oregon Health Authority has put in place a new risk-guided framework for activity restrictions. This framework is based on the number of individuals that have tested positive for Covid-19 over a two-week period.
The Governor or Oregon announced a new round of small business relief last week. The State of Oregon has committed an additional $55 Million to support local businesses impacted by Covid-19 restrictions. Priority will be given to businesses impacted by the "freeze", small businesses, and women, BIPoC, and Tribal-owned businesses.
Effective yesterday, Governor Brown and the Oregon Health Authority issued new statewide guidance on the Corona Virus, and instituted a new statewide freeze to stop the rapid spread of COVID-19. These new actions are contained in a new executive order:

In the wake of the devastating fires that ravaged much of Oregon and still continue to burn, and the current Covid-19 pandemic, we are reminded again of the importance of Emergency Preparedness. While our City has not been touched by the fires, we still feel the impacts they have had on our community, our County, and our State.
It is never too early to be prepared.
In response to this years challenging circumstances, the City is posting some links to help you and your family prepare for emergency situations. We hope this information helps you stay safe and be prepared.
The City of Scappoose remains committed to helping the community through this challenging time. Interim City Manager, Alex Rains, has extended the Utility Bill Hardship Program through December, 31st, 2020.
Under the CARES Act, the City of Scappoose has received funding to address hardships created by the COVID-19 Pandemic. City Council has allocated $75,000 for a Small Business Grant Program to provide financial assistance directly to businesses and non-profit organizations located within the City that have been adversely affected by the economic conditions associated with the COVID-19 Pandemic.
- Face coverings are required for age 5 and up
- Restaurants and bars must close at 10pm statewide, regardless of phase
- Face coverings are now required when exercising indoors, plus outdoors when you can’t physically distance
- Capacity limit for restaurants, gyms, venues (e.g. concert halls, movie theaters) is reduced to 100 people indoors, including staff
As of July 15, 2020, the Governor issued new guidance for gatherings and indoor social get-togethers; this guidance applies statewide, regardless of a county’s phase. The maximum group size for indoor social get-togethers (like indoor dinner parties, birthday parties, graduation parties, celebrations of any kind, potlucks, book clubs, game nights, etc.) is 10 people.
As of July 1st, 2020, face coverings are required to be worn in indoor public spaces statewide. Children under 12 years of age, as well as people with a disability or a medical condition that prevent them from wearing a face covering, are not required to wear one. In an effort to support entities that have direct ties to driving overnight visitation, Travel Oregon is pleased to announce its COVID-19 Emergency Response Grants Program will open for applications on Mon., May 11. Program applications may be used for general operating support with the goal of maintaining jobs. Continued operations of small businesses and regional and destination marketing/management organizations will be vital to the travel and tourism industry’s economic recovery efforts. Total funding available for the program is $800,000.

Is this martial law?
No, not even close. There are no curfews and citizen movements are not restricted under the Governor’s Executive Order. While details are offered in the order relating to social distancing, specific business closures and non-essential social gatherings- citizen movements are generally unrestricted.
CITY OF SCAPPOOSE MAYOR DECLARES STATE OF EMERGENCY DUE TO COVID-19
Scappoose, Ore. – On Friday March 13, 2020, City of Scappoose Mayor Scott Burge declared a state of emergency in the City of Scappoose due to the ongoing spread of COVID-19 (coronavirus). The declaration takes effect immediately and will remain in effect so long as the Covid-19 virus poses a threat to our City.
Court Operations:
Based on the recommendations from the State of Oregon, the Chief Justice of the Supreme Court of Oregon and Oregon Public Health experts the City of Scappoose Municipal Court will be closed through the end of April 2020.
If you have a court date from March 25, 2020 to April 30, 2020 you will be receiving a letter by mail at your address on file with the Court, informing you of your rescheduled court date.
The City of Scappoose would like to make sure Scappoose Businesses know that the US Small Business Administration announced on Friday that all Oregon counties are eligible to apply to the US Small Business Administration Emergency Loan (EIDL) program.
This program is available to provide working capital assistance to small businesses and nonprofits who are suffering substantial economic injury as a result of the Coronavirus (COVID-19).
