50-Year Plan
The City of Scappoose has launched the 50-Year Plan, a multi-phase project that will span nearly 3 years. The 50-Year Plan sets the City’s long-term land use patterns based on the vision for how Scappoose will grow in the future.
Project Overview
Over the last 20 years, Scappoose has experienced pronounced growth and development. The city’s housing market and economic conditions are rapidly changing, with new housing development and a recent expansion of its urban growth boundary for industrial lands, including the Oregon Manufacturing and Innovation Center (OMIC). As manufacturing businesses grow, commercial and retail service businesses are also likely to grow and demand for housing will increase in Scappoose. The City wants to better understand how the community may grow and accommodate that growth over the next 50 years. The challenge – and opportunity – is to create strategies that respond to change while maintaining the community’s livability through the preservation and enhancement of assets like Scappoose’s welcoming neighborhoods, civic amenities, and unparalleled access to nature and outdoor recreation. A conscious effort must be made to maintain and improve Scappoose’s celebrated livability for another 50 years.
The 50-Year Plan will include:
- A 50-Year Community Vision Statement;
- Technical studies, including an updated Housing Capacity Analysis (HCA) and new Economic Opportunities Analysis (EOA);
- An update to the City’s Comprehensive Plan and Development Code; and
- A study of the Urban Growth Boundary and Urban Reserves.
This project will engage community members to develop a shared understanding of Scappoose today and guide the development of a 50-Year Plan that addresses key issues for the future.
The 50-Year Plan process is anticipated to run through the middle of 2024.
Stakeholder Advisory Committee
A Stakeholder Advisory Committee (SAC) will meet approximately every other month throughout the course of the project to guide the process. The SAC is a committee of Scappoose community members that are appointed by the Mayor and include diverse stakeholder groups to best represent the community.
