The City of Scappoose, Oregon (population 7,360) is recruiting its next City Manager. This position is an excellent opportunity for an experienced manager to lead the City in addressing the many facets of growth management. Located just north of Portland, Scappoose provides the best of urban and rural worlds offering convenient access to Oregon’s coast, mountains, wine country, and amenities of a large metropolitan area. With a diverse and growing economic base, it has a small town feel with a family-friendly atmosphere.
The City seeks a City Manager with excellent management and leadership skills who is proficient in all aspects of municipal government management. Experience in economic/community development, budgeting, public infrastructure planning, management, and construction is highly desired. A genuine appreciation for the community and a commitment to public engagement is important.
As the administrative head of the City serving at the pleasure of the City Council, the City Manager supervises 36 full-time equivalent employees and oversees an annual budget of approximately $30.1 million. Compensation is $95,148 - $147,616 (DOQ) with excellent benefits.
A bachelor’s degree in Public Administration, Planning, Political Science, or related field, and at least three years of upper-level government management experience are required. An advanced degree in Public Administration or related field (e.g., Master of Public Administration), and/or seven years of increasingly responsible public sector experience is preferable. Experience and/or training in economic development, public finance, union relations, and Oregon land use is desired.
