NOTICE OF A LEGISLATIVE LAND USE PUBLIC HEARING

The Scappoose Planning Commission and City Council will hold public hearings in regard to the following matter:

Docket #CPTA1-23

The City of Scappoose proposes land use amendments consisting of the following proposed actions:

• Removes Parks and Recreation from the Inventories section (Please note that the City will be removing individual inventories from the Comprehensive Plan, with each applicable new amendment moving forward, in order to streamline the Comprehensive Plan and to keep it more up to date. The inventories would then reside within each applicable Master Plan document)
• Replaces the existing Parks, Trails and Open Space goals and policies.
• Adds the 2024 Scappoose Parks, Trails and Open Space Plan as Appendix K

The Planning Commission hearing is scheduled for Thursday, February 8, 2024 at 7:00 p.m. in the Scappoose City Hall Council Chambers, 33568 E. Columbia Avenue, Scappoose, Oregon. Subsequently, the City Council will consider the request during a public hearing and first reading of the ordinance on Tuesday, February 20^th, 2024, with a second reading of the ordinance and proposed adoption on Monday, March 4^th, 2024, at 7:00 PM in the City Hall Council Chambers.

The purpose of the hearings is to take testimony, either written or oral, regarding the proposed amendments. The Planning Commission will make a recommendation to the City Council and the City Council may approve, approve with modifications, or deny the proposed amendments following the Public Hearing. Copies of the proposed amendments are available for inspection at the Scappoose Community Development Center (52610 NE 1^st Street, Suite 120, Scappoose). Copies are also available for purchase at a cost of $0.40 per page for black & white or $0.50 per page for color. Interested parties may submit written comments to the City of Scappoose, City Planner, 33568 E. Columbia Avenue, Scappoose, Oregon, 97056 or email comments to loliver@scappoose.gov by 5:00 p.m., Wednesday, February 7, 2024. Failure to raise an issue in person, by letter, or email prior to the close of the public comment period, or failure to provide sufficient specificity to afford the decision-maker an opportunity to respond to the issue, precludes appeal on that issue.
