Policies & Rates

Bills are due and payable no later than the 15th of each month. The billing date is calculated at the meter reading time and the 15 days is reflected with the due date noted on the bill.

The account is considered past due if not paid in full by the due date, which is the 15th of each month.

Reminder notices will be issued to those accounts which are past due. At that time the customer will be charged a $10.00 re-billing fee for residential customers. For commercial customer the re-billing fee is 3.0% of the amount owed.  The reminder notice needs to be paid in full by the twenty-fifty (25th) day to avoid further fees and service termination.

A late fee in the amount of $25.00 will be assessed if the account balance is not paid in full by the twenty-fifth (25th) day of the month for the prior month's service. This notice must be paid in full by the fifth (5th) day of the month to avoid service termination.

Water service will be terminated if the account balance is not paid in full by the fifth (5th) of the month following the service disconnect reminder notice.

If service is terminated for non-payment, the customer will be responsible for full payment of the account balance, plus past due fees, collection fees and updating required deposit if necessary prior to reestablishing service.

A deposit of $150.00 will be required to activate water service.

Payments can be made online 24 hours a day at https://client.pointandpay.net/web/CityofScappooseOR, or in person at City Hall during business hours, which are 8:00 am to 5:00 pm Monday-Friday. It is not classified as an emergency if your water service is terminated for non-payment, do not call the non-emergency number for this type of issue. The after hours non-emergency number is for true water emergencies. You will need to call 503-543-7146, *223 during normal business hours. Staff will not respond after 5:00 pm for nonpayment service disconnections until the following work day at 8:00 am.

If a customer’s check is not honored by their bank, a $35.00 charge will be levied and credit card, cash or money order payments will be required for all future payments. There will also be a $35.00 charge for insufficient electronic bill payment or credit card payment.

Change of owner/mailing address- Owners are responsible for notifying the City office of any changes. This can be done in person at City Hall, by phone 503-543-7146 *223 or by filling out the Utility Service Form located on our website at www.scappoose.gov. Service may be terminated if we do have a valid address to send bill to.

Meter reading is from the 15th to the 15th of each month.            

Bills may be paid by mail in return envelope provided, or in person at City Hall located at 33568 E Columbia Avenue Scappoose OR 97056. Our business hours are Monday-Friday 8:00 am to 5:00 pm. For your convenience, after normal business hours there is a drop box located in the back parking lot of City Hall. We accept credit card payments on our website, please call 503-543-7146 *223 for more details.

Other ways to pay your utility bill ~

Go to www.xpressbillpay.com.

Click on the "Sign Up" button on the top of the home screen. Fill in the email and password fields, then click in the "I'm not a robot" box and follow the prompts.

Complete the short registration form and click "Next."

Go to your inbox and open the verification email and click "Verify Email". Then select "Continue" to log in.

Select City of Scappoose as billing organization and follow the prompts for linking your bill.

Once your bill is added to your account, you can add another bill, view and pay your bill online, or setup a recurring auto payment schedule.

BACKFLOW DEVICES:
All sprinkler systems must have a backflow prevention assembly which should be located on the customer’s property, usually near the water meter.  These backflow devices are required to be tested annually by a State certified backflow tester. The tester must submit the test results to the city showing that the devise has passed inspection.  If your device does not pass inspection, its the property owner's responsibility to bring their backflow device into compliance and get the device re-tested.

The Oregon Health Authority provides a list of certified testers on their website.  

The City will send out reminders when your device is scheduled to be tested.  If the required backflow test is not received with 60 days of the notice, then the City may discontinue your water service until the test results have been submitted.

Your Utility account may be closed by calling 503-543-7146 *223, in person at City Hall, or by filling out the Utility Service Form located on our website at www.scappoose.gov.  Please notify the City at least 48 hours in advance and provide your name, account number, service address, the date to start or discontinue service and a forwarding address for your final bill. Customers are financially responsible for the utility bill until the City is notified to close the account.

WARNING! Water meters are City property and should not be tampered with. If you have a water or sewer emergency, such as a broken pipe or leak, and it is between 8:00 a.m. to 5:00 p.m. call the Water Department at (503)543-7146. If it is outside of these hours, please call After-Hours Emergency at (503)397-1521. It is not classified as an emergency if your water service is terminated for non-payment, do not call the non-emergency number for this type of issue. The after hours non-emergency number is for true water emergencies.

It is unlawful for any person to cut, alter, change, remove, disconnect or in any manner interfere, meddle or tamper with any pipes or meter in such a manner as to prevent said meter registering all water used upon said premises.

Upon failure of any water user to comply with the rules and regulations establishing use of water meters, or otherwise, or to pay water rates or installation charges, the water may be shut off to the offending premises and remain so shut off until all fines, penalties and service charges are paid.
