December 2nd, 2020 -- Covid-19 "Freeze" ends, new risk level directed guidance framework begins
The Oregon Covid-19 "Freeze" has ended, and in its stead, the Oregon Health Authority has put in place a new risk-guided framework for activity restrictions. This framework is based on the number of individuals that have tested positive for Covid-19 over a two-week period.
Based on this new framework, Columbia County, and thus Scappoose, are in the "Extreme Risk" Category, and unless the metrics change, starting next week, will have the most restrictive guidance come into effect. The new guidance does not make significant changes to the current restrictions from the "Freeze" and additional sector-specific guidance remains in effect.
In addition to masking and physical distancing requirements other requirements are:
- Indoor and Outdoor Social/At-Home Gatherings limited to 6 people.
- Indoor dining prohibited, outdoor dining allowed, 11:00pm closing time.
- Indoor recreation and fitness prohibited.
- Indoor entertainment prohibited.
- Retail store capacity limited to 50%.
- All shopping malls capacity limited to 50%.
- Faith institutions, funeral homes, mortuaries, cemeteries limited to
- Indoor: 25% occupancy or 100 people, which ever is smaller.
- Outdoor: 150 people maximum.
- Offices require remote work if able to do so.
- Outdoor recreation and fitness, maximum 50 people.
- Outdoor entertainment, maximum 50 people.
- Personal services, allowed.
- Long-term care, outside visitation only.
