Annexation Application
Annexation and Zone Change

- First Step is an Inquiry Meeting
- Second step is Pre-Application Conference
Please review Chapter 17.136 ANNEXATIONS in the City's Municipal Code; https://scappoose.municipal.codes/Code/17
Below is the timeline after you submit your application, which would be after the Pre-Application Conference;
Land Use Approvals timelines (approximate)
30 day completeness review, once deemed complete then,
30 - 45 days until review by Planning Commission (they meet 2x/month)
14 + days until review by City Council for first reading,
14 + days until City Council’s second reading
21 day appeal period
To ensure a complete annexation and zone change application, be sure to complete all the items listed on the application;
~ The goals and policies of the Comprehensive Plan, and applicable sections of the Development Code. (go to "city maps" in the menu bar to left to review the Comp Plan Map)
~ A map of the area to be annexed including adjacent city territory as shown on the Columbia County assessor map.
~ Legal description of the annexation boundary and map.
~ Transportation Planning Rule Analysis.
~ Conceptual development plans, including:
*The type and intensity (density) of proposed uses
*A statement of the availability, capacity and status of existing water, sewer, drainage, transportation, park, police and fire service, and school facilities
*A statement of the increased demand for such facilities to be generated by any proposed development within the annexation area
*Transportation corridors
*Significant natural features
*Adjoining land uses
*A shadow plat showing how the property can be developed to the density allowed by the base zone
