Converting attic, basement or garage space into livable space

Permits are required when converting an attic, basement or garage/shop into a livable space.  See attached flier below from the City of Portland and review our permit packet.

-Construction/Structural fees are based on bid/construction value.

-Plumbing & Mechanical permit fees are based on fixture counts.

- ELECTRICAL AND SEPTIC TANK PERMITS ARE HANDLED BY COLUMBIA COUNTY LAND DEVELOPMENT.

CONTRACTORS MUST APPLY FOR THEIR PERMITS VIA THE STATE E-PERMITTING PROGRAM;

Our building dept. (and most throughout Oregon) are now using Oregon e-permitting.

The ePermit program allows contractors to apply for MOST building permits with just a few clicks of a mouse! Participation by cities or counties is voluntary and each participating city or county determines which permits are available for sale online. Many Scappoose Building permits can now be applied for on-line.  Use link below or do an internet search for "Oregon ePermitting" from any browser.

ALL CONTRACTORS RECEIVING COMPENSATION ARE REQUIRED TO HAVE A STATE OF OREGON CONSTRUCTION CONTRACTORS BOARD LICENSE (CCB);   https://www.oregon.gov/CCB/licensing/Pages/whoneedslicense.aspx

CONTRACTORS MUST ALSO HAVE A CITY OF SCAPPOOSE BUSINESS LICENSE;

All contractors working within the City of Scappoose city limits must have a City of Scappoose Business License (we are not within the Portland Metro area).   Email your business license questions to our City Recorder at; sreeves@scappoose.gov        https://www.scappoose.gov/cityhall/page/business-licenses

Homeowners can apply for their own permits too; (not via State e-permitting)

Use the menu bar to the right, click on "Forms & Permits", then select "Building Permit Application" for all trades of construction.
