Manufacture/Pre-Fab Structure Applications

Applications for Placement of Manufacture/Pre-Fab Structure are required for;

  • ANY Manufactured/Pre-Fab homes on private property or manufactured home parks
  • ANY Manufactured/Pre-Fab Job Shacks (used temporarily during construction as offices)
  • ANY Manufactured/Pre-Fab Modular buildings, to be used permanently or temporarily

The City of Scappoose Planning/Land Use Dept. has additional requirements related to ALL development in Scappoose. 

  1. the Planning Dept. will check your submittals to ensure it meets the requirements set by the City's Land Use/Zoning Regulations AND Manufactured Home Requirements. 

Note these sections for Manufactured Homes;

  • Outside MH Park 17.94.030 requires at minimum a double-wide and not less than 1,000 sq. ft. and a garage or carport.
  • Inside MH Park 17.94.040  requires at minimum a 300 sq. ft. patio, a storage area at least 48 sq. ft & 10' high, plus No manufactured home, accessory building, or other structure shall be closer than six feet to another manufactured home, accessory building, or other structure. Manufactured homes shall be a minimum of ten feet from another manufactured home.

AND

DEMO OF ANY MH STRUCTURE(S) WILL REQUIRE A DEMO PERMIT, see below pdf forms.

Depending on the scope of work, your project may also require electrical, plumbing or mechanical permits. Some appliances such as electric ranges, clothes dryers, fireplaces, wood and pellet stoves must be specifically listed for use in manufactured dwellings. 

Any accessory structures, site-built additions or alterations to existing homes will be reviewed under provisions in the Oregon Residential Specialty Code.

APPLICATION REQUIREMENTS

  • Completed application (including map & tax lot number)
  • All contractors and sub-contractors must be listed with their valid CCB#
  • Floor Plan with dimensions from manufacturer
  • If lot slope exceeds 20%, submit a geotechnical engineering report prepared & wet stamped by a State of Oregon registered engineer
  • Erosion control plan during construction (may be noted on site plan)
  • Storm water plan (may be noted on site plan)
  • Site Plan (minimum scale of 1" = 10" and at least on 11" x 17" in size with North arrow at top right corner)
    • Lot & Building dimensions and setback
    • Lot area
    • Property elevations and contour lines (can be acquired from County Assessor maps-online; https://gis.columbiacountymaps.com/ColumbiaCountyWebMaps/
    • Location and dimensions of easements and driveways
    • Footprint of structure including any additional garages, decks, patios and dimensions of eaves)
    • Location & dimensions of existing structures on site
    • Building coverage area and percent of lot coverage to meet zoning regulations
    • Location of any wells/septic systems
    • Locations of all cuts and fills on the lot
    • Impervious areas which include all structures and paving
    • Surface drainage/storm water management
    • Width of adjacent right-of-way
    • Landscape plans including required street trees
  • Building Elevations (drawn to scale);
    • All four views (front, rear, and both sides) of manufactured home including foundations
    • Exterior siding material
    • Roof pitch and eave overhang
    • Finished grade
  • Foundation Plan (drawn to scale)
    • Concrete runners, slab and pads
    • Location and Spacing for supports (piers, blocks, etc.)
    • Size of all components
    • Section detail
    • Crawl access
    • Ventilation
    • Skirting or Perimeter walls (footing, framing & attachment details)
    • Tie down locations with manufactures listing information or structural engineer stamp
    • NOTE: Day light basements require plans and calculations stamped by an Oregon Registered Structural Engineer
