Mechanical Residential Permit

CONTRACTORS MUST APPLY FOR THEIR PERMITS VIA THE STATE E-PERMITTING WEBSITE;

Scappoose Building Dept. now uses the Oregon e-permitting program for licensed contractors only.

This site allows licensed contractors the ability to apply for building permits with just a few clicks of a mouse! Participation by cities or counties is voluntary and each participating city or county determines which permits are available for sale online. Most Scappoose Building permits can now be applied for on-line.  Contractors must have a valid CCB#. If you are having difficulty registering or applying, call the phone number within the e-permitting link.  Permits over $200 can either be paid by Check, Cash or via card using our City's payment link found on the home-page of our website.  https://aca-oregon.accela.com/oregon/Default.aspx

Homeowners can apply for their own permits also; (not via State e-permitting website)

Is your project within the City of Scappoose?

The "Scappoose" post office delivers mail to 3 different jurisdictions; Columbia County, Multnomah County and properties within the Scappoose City Limits.  To confirm if your project is within the City of Scappoose jurisdiction;

  1. Select "Links" on the right menu bar
  2. and open "Map" to view City of Scappoose zoning maps.  NOTE: The Scappoose Post Office delivers mail within 3 jurisdictions; Columbia County, Multnomah County and City of Scappoose. Therefore a the city on the mailing address is not always indicative of the jurisdiction.
  3. Property zoning will be listed on the zoning map.  UGB zoning is land that can be annexed into the city, therefore not currently within our jurisdiction.

In addition, to a valid CCB License all contractors and their sub-contractors are required to have a City of Scappoose Business License (we are not within the Portland Metro area).  Email your business license questions to our City Recorder at; sreeves@scappoose.gov     Scappoose Business License Applications can be found at; https://www.scappoose.gov/cityhall/page/business-licenses

CONSTRUCTION WORK HOURS FOR CONTRACTORS WORKING WITHIN THE CITY OF SCAPPOOSE;

MONDAY - FRIDAY   7:00 AM - 7:00 PM

SATURDAY                 9:00 AM - 4:00 PM

SUNDAY                      NO WORK ALLOWED

Per the Scappoose Municipal Code 9.12.040   This includes construction, excavation, demolition, exterior alteration or repair of a building, or exterior use of heavy construction equipment, other than between the hours of seven a.m. to seven p.m. Monday through Friday and nine a.m. to four p.m. on Saturdays, except upon special permit granted by the City Manager. Work, as described in the preceding sentence, is prohibited on Sundays, New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas.
