Ready Built Plans (free download)

The City of Scappoose Building Dept. accepts the State's Ready-Built Plans for your Accessory Structure.  Each jurisdiction can decide to accept these or not.

As part of Oregon’s Ready-Build Plans Program, you can download pre-approved plans for accessory structures like pole buildings, garages, carports, decks, and patios.

The goal of this program is to reduce the time and cost to prepare plans required for permits. 

Use the Ready-build Plans Program as follows:

  1.  Before submitting the pre-approved plans to the Building Dept. contact our Community Development Dept. to ask about our Planning Dept./Land Use zoning restrictions related to the required setbacks from property lines, max. height, lot coverage, and other standards that apply to the land use zoning of your property.  Or you can visit our Planning page for instructions on how to find your zone and the zoning code restrictions; https://www.scappoose.gov/planning
  2.  Determine if your job would require a building permit.  Current 2021 Oregon Residential Structural Code can be found online.  Then to find permit exceptions, go to Chapter 1 Scope and Administration Section R105.2 Work Exempt from a permit.  For your convenience, relevant ones are listed below;
    • 1. Nonhabitable one-story detached accessory structures that do not exceed 200 sq. ft. floor area and does not exceed 15 ft. height measured from grade plane to the average height of the highest roof surface.    
    • 6. Patio/porch covers not over 200 sq. ft. AND supported by an exterior building wall.
  3.  Download the ready-build plan you need from the list below.  (Changes to these plan would require prior to approval from the Scappoose Building Official)
  4.  Contractors;   Apply for your permits via e-permitting; https://aca-oregon.accela.com/oregon/
  5.  Homeowner;  Fill out a hard-copy application, found here
  6.  Submit your application, plans, with a plot plan and fees for plan review or total permit fees.
  7.  Once the plans are approved and the permit fees are paid, the permit will be issued and you can begin building.
  8.  For inspections, follow the options listed on your permit.

 

Important ready-build plan information from the State of Oregon Building Codes Division (BCD);

The majority of ready-build plans currently posted are outdated, and were originally designed using prior iterations of the state building code. The division is currently considering replacing the existing plans with updated designs. If a local building official chooses to allow the use of an outdated ready-build plan prepared under previously effective codes, they are responsible for verifying that it is in compliance with the currently adopted codes and any site-specific conditions. Accounting for any necessary compliance review time regarding local allowance of the outdated plans is subject to local policies and procedures, as further established by the building official.
